In fact, before providing the E-Services and IT to the public , the Government should take these problems into consideration ---- whether various computer facilities and Internet are made available to the public at anytime and in some specified places and the public people are able to use themselves the facilities . The data or findings are used for evaluating the allocation of individual resources and for sorting out two kinds of computerized public services , [Accessible E-services] and [Compatible E-services ]

As a matter of fact, we should consider the accessibility and instructions of the facilities such as computer and Internet when providing ESD Services to the public. Using of ESD Services depends on the actual or extra values obtained by the public against ordinary civil services. Those values include reliability, instant, convenience, easy operation and reasonable charges.

Besides, public consultation should be widely carried out for collecting sufficient data to practice each stage of promoting individual services in priority and development direction of the technology. According to such collected data to estimate the distribution of individual resources and sort out those can be and must be computerized civil services.
