Labour MP Justin Madders told a nearly vacant chamber between drips, “I think there's probably some kind of symbol about how many people view how broken Parliament is going on there.”
請問一下a nearly vacant chamber between drips是指Justin Madders的補充語,還是 tell的受詞呢?如果是受詞為何前面沒有介系詞比方說about或者間接受詞呢?

"tell" is a ditransitive verb, that is, taking two objects (indirect object and direct object).
Example:
1. tell + somebody (IO) + something (DO) - He told me a sad story.
2. tell + somebody (IO) + speech (DO) - He told the committee, "I think we should stop the debate now."

Your sentence:
Labour MP Justin Madders told a nearly vacant chamber, between drips, “I think there's ..."
IO = a nearly vacant chamber 一個幾乎完全缺席的議事廳 (沒有省略)
DO = “I think there's ..."
