No student or school employee shall be SUBJECTED TO bullying or harassing behavior by school employees or students.

A school employee who has witnessed or has reliable information that a student or school employee has been SUBJECT TO any act of bullying or harassing behavior shall report the incident to the appropriate school official.

---> "a student . . . has been SUBJECT TO any act of bullying" is a SUB-CLAUSE

“subject to” is an ADJECTIVE
"has been subject to" -- implies that "a student . . . has undergone an act of bullying"

"No student or school employee shall be SUBJECTED TO bullying or harassing behavior . . . . . . . ."
                   
"subjected to" -- is a VERB form, written in the PASSIVE VOICE
"be subjected to" -- more strongly emphasizes that "student or school employee" is the DIRECT OBJECT of
"bullying or harassing behavior".
( because the verb more clearly expresses an action that is performed rather than describing a state or condition.)

Amendments: It is the duties of any school employee or student to notify the authority about bullying or harassing which will be subjected to legal action. Yip
