The waves are getting higher (than before).浪變得比以前高。說的是目前的狀況，目前與過去做比較。目前的狀況可能浪都是同一高度。
The wares are getting higher and higher.
浪變得一波比一波高。說的是連續狀況，浪不斷在升高當中，是越來越高。

兩個都對，higher 可以不斷加上，不會錯，但是無聊
