I prefer to wait (rather than go at once).
I prefer not to wait.(我寧可不等)在做為受詞的不定詞前可以加上否定副詞not
I prefer you to start early.(我寧願你早一點出發)prefer +受詞+不定詞(受詞補語)
see p.1070 《新世紀英漢辭典》例句
辭典中雖並未有例句出現受詞補語可用not加以否定,但依第二句的狀況,第三句應該可以加上not。

所以 I prefer you not to hang out with Peter.應該沒有文法問題。
不定詞是動狀詞(verbal),可以接受副詞的修飾,而not是副詞。

to choose one thing or action rather than another; like better.
eg:-I prefer" Patrick" to" Peter".-----in Not to hang out-----
=eg:-I prefer you not to hang out with Peter.
=eg:-I would prefer you not to hang out with Peter.
