Hair up. You can then see your face and nice bone structure. With the hair down it just detracts from your nice face and makes it look like you're hiding yourself. To be honest, the first thing that went through my mind when I saw your hair down picture was that I was wondering if if I touched your fringe would it feel greasy like it needs a wash? With the hair up picture, I barely though about your hair because I was looking at your nice cheekbones instead.

Without sounding brutal...none. I don't think it suits your face. You have a nice face and you seem to be covering it up. You have the perfect length to have a really cool style chopped in.
If I had to choose I would say up. If you don't want it cutting try a top not. They look really cute on guys if it's done right

Hair up looks better, when it's down it doesn't have any volume to it and doesn't flatter your face. With it up you can still get that sexy thing that comes with having long hair, but you'll be able to see your cheekbones and the shape of your face a lot better. Maybe even try a bun, those are sexy and in right now.

Your hair is very nice but only when it is up. I'm sorry but when it is down it looks gross. And it makes you look like a...totally different guy.

Up, it flatters your face much more. With it down your facial structure looks much rounder but with it up you can see your cheekbones better.
