The cleaning work was completed last week.

"Works" is usually associated with industrial projects. In your sentence, "work" is more appropriate.

"Was completed", simple past tense and passive voice.

No preposition is needed before "last", "next", "this", and "that".

001應該啱嘅,但我好憎講咁多道理,英國人都唔識,分分鐘
睇你用英式定美式英文,英式絕對係冇preposition.美式可能口語會用,但on/at隨佢鍾意.但你嗰句文法全錯.
The cleaning was completed last week.
唔使works咁煩,係都要用都可以唔用s,work有眾數,但好似係工廠之類,呢度係數唔到啱D,你係要+字可以用tasks任務(可數),the xx=成個階層/成件事:the old=全部老人階層,要用眾數,cleaning係不可數先唔使+s啫
你用中文諗都一樣:上星期完成咗清潔工作,唔會喺上星期完成工作.畀人做,所以要被passive voice.
總之last/this/next year/weak唔使直接指示時間,有個副詞(this/next/last/here/there)正常文法唔使,直接指示=at night(夜晚)/noon(中午,正午,12:00正,多秒都係afternoon)/midnight(午夜12點), in the afternoon(下午12:00:01-23:59:59)/morning(00:00:01-11:58:59)/evening(傍晚5-9左右)
today,tomorrow有個to唔使+preposition
例:I have a cup of tea today..
where/there都唔使+preposition
例: I had lunch here/there.但美國人成日鍾意+個at,你都唔可以話佢錯.

THE CLEANING WORKS HAS COMPLETED ON LAST WEEK.

There are five mistakes in the above sentence.
(1) If “works” is a plural noun, “have”, not “has”, should be used.
(2) Works normally means 著作, 作品 or (建築等)工程. Use of "work" (工作) is more appropriate.

2012-09-28 02:04:41 補充:
(3) The sentence is in active voice. It should be in passive voice.
(Someone completed the cleaning work. The cleaning work was completed.)
(4) There is a mix-up in tense here ~ One should not use present perfect tense when one talks about an activity in the past.

2012-09-28 02:08:17 補充:
(5) Prepositions are not used before a number of common expressions of time beginning last, next, this, that, one, every, each.

It is my understanding that anyone can voice his/her opinion freely in this forum.

THE CLEANING WORKS HAS COMPLETED ON LAST WEEK.
"on" is to show a day or date. eg:-.....came on last week.
eg .....met on Sunday.....eg: -on one occasion.
"at" (prep) when something happens at the end of the week. But the subject is "What are you doing at the week ?"
