兩句英文句子的主要分別

第一句話將產品循環再用這行動值得提倡。
Recycling products 不是指產品，而是「將產品循環再用」，Recycling 是個動名詞(gerund)。句子的主詞是行動。

第二句話「循環再造的產品」值得提倡。
句子的主詞 Recycled products 指產品。

文法上兩都正確。但意思上第一句好。Recycling products 中文應譯做「廢物回收」，因為通常回收後循環再造的產品都不是原先的產品。

第二句只是叫人用循環再造的產品。

recycled products = 回收了的產品
句子一才是正確，因為回收了的產品 是不能推廣（promoted)，只有產品回收 才能被推廣

The past participle is used with the helping verbs have,has,or had to form the three perfect tenses:present perfect,past perfect,and future perfect;Here participle had been taken out to mean verbal adjective as recycled.
recycling=verbal=product for recycling=gerund.
To recycle waste=retrieve,re-use,use again,recover, in recycling business should be encouraged.
