Both are correct.
There are some differences.
"Half of " is more formal.
As the subject of a sentence, use "Half of". (not a rule though.)
"Half of" presents the numbers as a fact.
"Half the" be emphatic on the numbers, whether too many or too few.
e.g.
The ambush killed half the platoon.
The takeover will see half the staff lay off.
We completed the project with half the budget.
Use "Half the" when comparing to another thing of similar nature.
e.g.
If they can finish the work in a month, we can do it in half the time.
