there is no restriction(s) ...

no rule(s), no restriction(s)等其中的no只是形容詞, 它並不能決定單複數. 要搭配三單動詞或是複數動詞, 是由no後面名詞的單複數來決定, 也就是說, There is no xxx 與 There are no xxxs 都可以.

There are no rules for the test. (O)
There is no rule for the test. (O)
There is no rules for the test. (X) <--- 複數名詞不可搭配三單動詞.

那麼用no的情況, 要接單數名詞或複數名詞呢?
答案是都可以, 看要說的事物而定, 例如:

Thiere are no restrictions at this place. (泛指各種限制)
這地方沒有那些個限制.
<--- 表示什麼限制都沒有.

There is no restriction on how long you can stay here. (單一項限制)
這兒你要待多久沒有限制.
<--- 待多久沒有限制, 並不表示沒有年齡、性別、會員....等其他限制.

要注意的是, No one, None of, Nothing 等當主詞時, 只能接單數動詞, 因為它們都有one與thing的單數含意, 例如:
No one is allowed to enter this house except with an ID.
None of these apples is sweet.
Nothing inside scares me.

要進一步注意的是, 這些詞與後面並非不可能出現複數動詞, 例如:
Nothing are they afraid of that they walked straight inside.
他們沒什麼好怕的, 也就直接闖了進去.
<--- 用are的原因是主詞不是Nothing, 此句是倒裝句, 主詞是they, 當然要搭配are.
所以這與前述規則並不矛盾.

其實, 句中未提及任何單項規矩, 只提the test
這種情況, 兩句意思是一樣的, 只要注意複數用There are, 單數用There is即可.

There is no restriction on setting x=30 較佳, 因為setting x=30應是單項動作.

this=這件事, 未必是單項動作, 所以兩者皆可, 看你是表達單項還是多項.

不同情境有不同用法,沒有對錯問題!

"there is no rule"怎麼會是指“其中一個”規矩！？

There was one rule for the test -> There is no rule for the test now.
There were rules for the test -> There ___ no rules for the test now.

該考慮的是在這裡"no rules"是指單數還是複數....

no 後面是單數, 因為既是 "没有" 就没得數.
動詞的狀況也是一樣. No one knows. "No one" 是第三人稱單數, 所以 know 會變成 knows.
正確是There is no rule for the test.

當你說 there is no rule for the test, 你是在講其中一項規矩, 前提是這個考試有不只一個規矩。 然後你正在把他們一個一個分開討論。

所以說.. 怎麼分辨嘞?

no + 複數 用在複數名詞上 它是在說 "根本沒有"
no + 單數 是在討論一個單一物品時使用

記住: 有一些字, 像啤酒:beer , 鹿:deer , 魚:fish 它們的plural form 跟 singular form 是一樣的

例如: there is no beer in the fridge. 這裡你還是在談複數, 可是因為beer沒有plural form, 所以在這個case中你要用 there "is" no (因為沒有beers這種東西! 所以你不能用are)
