If all means "all of it" or "everything" or "the only thing", it is singular.
Therefore:

All I eat is lettuce, (all of it)
but all I lose is brain cells. (everything)
All is not well with my waist. (the only thing)


(2)
If all indicates "all of them", it is plural

All the men I date are confused.
All prefer slender women with big appetites.

In the above sentence, "all" indicates all of them.
