,要用"there are...in 地方"
"The library has many art treasures."
There are many art treasures in the library."

The library has...",??

It is a very good question.

One use of "Have" is to show a quality or feature. Objects of lifeless form can be the subjective of have/has.

Let me illustrate this with examples.

A table has four legs. (correct)
There are two cups on the table. (correct)
The table has two cups. (wrong, because the two cups are not features of the table)

The house has central air-conditioning. (correct)
The house has 3 bedrooms. (correct)
Central air-conditioning and and 3 bedrooms are all features of the house.

There is a house by the river. (correct)
The river has a house on its shore. (wrong)

The library has many art treasures. (correct)
Having many art treasures is part of the quality of a library.
The library has a record of 5 million books.

The library has many visitors every day. (It is widely acceptable today.)

Hope it helps.
