The first sentence is a a passive voice in present tense.
The second one is a passive voice in past tense
The first sentence is grammatically correct if it is something about the present, or general truth.
seems to be + verb pp ----->(for present event )
But it is obvious that it talks about something happened already---> snow was blown off the mountain. So, the past form should be used.
The second one is still wrong!!
It should be written as:
Most of the snow seems to have been blown off the mountain.
seems to have been + verb pp------> (for past event )
e.g. The girl is crying bitterly. She seems to have lost her parents.
e.g. The by is crying loudly. He seems to have been punished by the teacher.
