Europe is mentioned as an example. The passage is not about Europe.
Ice cubes in America are no different from ice cubes elsewhere (common sense).
No mention of fattening or relation between ice cubes and getting fat.

The passage tells in America, cold drinks are served with plenty of ice cubes and such abundance is not to be taken for granted. So the most likely title of the passage is Nine Reasons to celebrate America.

1) C is the closest to what was being asked.

A is a deadlock situation that suppliers faces currently, it does not describe what the dilemma actually are. (tricky question)
Example :
If you say :
He is going to die if he choose the wrong door for an exit.(assuming there are several doors to choose from) The dilemma he face is choosing the right door not the consequent of him going to die.

B is incorrect, the passage did not mention the supplier has problem supplying.

D is also incorrect, where passage has no indication of problem copying.
