...have been stolen是因為架車已經被偷了，全句的意思有「早佑如此...我應該...」的後悔意味。改為report只需要第一身的說話改為第三身he並略為加少少report的form的詞：
David said that if he had locked his car, his car would not have been stolen.
不加修飾的話應該係這樣直接改了便是。有時如果原句是present tense便要轉埋做past tense，但這原句已經是他自己的report，因此已經是past tense了。

首先其實佢用"if I had locked"..即係表現左佢其實無lock到..有regret既意思
而呢d conditional sentences, 有幾個types..
呢個type就一定係 " had+pp 跟 would /would not have + pp"
因為car係死物..所以passive voice(用been)..
就係would not , have , been stolen

David said that his car would not have been stolen if he had locked it.
佢唔似present>past ,, past> past perfect咁樣...而係保留番一樣既tense..因為原本已經係past perfect
