is made / was made?

Is 是可以的因為那個 event 還未過去，副分句也可用 present perfect tense 現在完成式。

留意以下幾點：
publicity 會否較 promotion 合適﹖
應用 do 而不是用 make，
sponsor 要有 article, the sponsor
講成生意就話 It is a deal，已經找了sponsor 用 confirm

句子改作下面這樣
It is so hard to cancel the event (now) because all the promotion work is done and the sponsor confirmed.

Is can be omitted because it is implied and (is) understood by people who can write a fair bit of English.
