Is this correct?
There are a white and a black circles.

to kings: but is the original sentence correct? and if i use yours, i can't give a meaning of 2 circles, one white and one black.

There are a white and a black circles.
This sentence is not correct.
You can put it as follows:
There are two circles, a white one and a black one.
There are one white and one black circle.
