Why didn't you turn up the heater?

I tried, but it seemed not to work.

I tried, but it didn't seem to work.

1. Why didn't you turn up the heater?
turn on/off the heater
turn up/down the heater

2. I tried, but it seemed not to work.
seem是連綴動詞, 後接主詞補語. not to work是不定詞to work的否定式, 本句seemed not to work的寫法沒有錯誤.
I tried, but it didn't seem to work.

就我所知, 有一些動詞後面接不定詞to 如有:want, ask, tell, hope, learn, try, decide, forget, remember, like ,love, stop, go, come等。

否定形式時,是在不定式to 前直接加not,即not to do sth.。例如:

Teachers ask their students not to speak foul language.

I tried, but it seemed not to work.
I tried, but it didn't seem to work.

同意第一位大大所言 通常打開電器類用turn on/ switch on 關閉用turn off/ switch off

Why didn't you turn 「on」the heater?

2. 第二句兩種說法都okay,但it seemed not to work是比較常用的,所以可以改成it didn't seem to work,而不是你所說的didn't seem 改成seemed not..
