Suggestions:( passive voice)
1) Ethical issues should be dealt with by ethical groups.
2) Ethical issues should be attended to by ethical groups.
I guess you mean " ethical groups".
If you'd like to use an adverb, you may put it in the sentences above by yourself.
For active voice:
1) Ethical groups should be more concerned about ethical issues.
Note: be concerned<--------------- " concerned" is used as an adjective in the sentence.
2) Ethical groups should care about ethical issues more.
3) Ethical groups should focus on ethical issues more.
4) Ethical issues should be a concern of ethical groups.( concern is used as a noun)
