請問Concern可唔可以用係Passive voice?

I have to say that is an incorrect usage.
Suggestions:( passive voice)
1) Ethical issues should be dealt with by ethical groups.
2) Ethical issues should be attended to by ethical groups.
I guess you mean " ethical groups".
If you'd like to use an adverb, you may put it in the sentences above by yourself.
For active voice:
1) Ethical groups should be more concerned about ethical issues.
Note: be concerned<--------------- " concerned" is used as an adjective in the sentence.
2) Ethical groups should care about ethical issues more.
3) Ethical groups should focus on ethical issues more.
4) Ethical issues should be a concern of ethical groups.( concern is used as a noun)

答案是可以的，但不一定是好的英文寫法。

首先要分清楚的是 concerned 是可以用作 adjective 的，以下是作為 adjective 的例句：
1. The government is concerned about the economic recession. (= is worried)

2. They are more concerned with how she had dressed than in what she spoke. (= interested in)

3. The book is concerned with China-American relations in the 90's. (= is about)
以上的 concerned 是作為 adjective 用法，並不是 passive voice.

用這句作解釋，「市民要關心經濟問題。」 英文寫法是
1. Economic issues concern every citizen.
2. Economic issues are every citizen's concern.
3. Every citizen should be concerned about the economic issues.

可不可以寫成
Every citizen should concern the economic issues.
這句是錯的，concern 不是這個用法，正確寫法是
Every citizen should concern himself with the economic issues.

Passive voice
The economic issues should be concerned by every citizen.
文法上不算是錯，但肯定不是好的英文，有人這樣寫我一定建議用上面第二句代替。

同樣你的句子文法上沒有錯(雖然我不明白 ethical companies 的意思)，但用法卻有點問題，為要轉而轉是沒有意思的。
