Only A is correct.B is wrong. There is no "s" at the end of "likes". "s" has been added to "does" for the third person singular subject "your mother". There is no need for "s" at the end of the verb.
C is no good. The first "tea" is redundant.

Answer B is wrong. It should be written as "What type of tea does
your mother like".
Answer C is wrong.
The difference between A and B is:
A is talking about when you are having variety selection of tea type on hand before you ask.
B is talking about when you don't know have any selection on hand before you ask.

A&B should correct, therefore C is incorrect!
