"win out" or "win through" is a common, though informal English usage. It means being successful in spite of difficulties. (Oxford Advanced Learner's dictionary, 6th edition)
"lose out" is more commonly used though.

All 3 sentences have problems :
1. Sam is wondering who will win out in this political game.
2. "get win" is wrong usage. We can either use "win" or "win out" but we cannot use "get win".
3. "will won" - after will we should use bare infinitive, i.e. win.
So overall your mistakes are :
- wrong use of the word "win"
- 這政治遊戲 = this political game
- for political game, we use in a political game
