Approximately 1,000 S.F.
Rent : (3 months' rental deposit plus one month's rent) : HK$10,000
Decoration Charges : HK$15,000
Restaurant Licence Fee : HK$15,000
Total : HK$43,000
Below are approximately amount in comparision with traditional Cafes :
HK$800 - HK$1,000 S.F.
Rent : HK$40,000 to HK$80,000 or more per month, which depends on the locations .
Decoration + Cost of Purchase + Restaurant Licence Fee : HK$50,000
Total : HK$60,000
After subtraction, there will be a cost difference in opening traditional cafes and upstairs cafes. Obviously, the upstairs cafes' opening cost is cheaper than that of traditional cafes when making its comparisions . Although it is required to invest a large amount ( forty odd thousand dollars ) in the opening of running business, this provides the young people with the best opportunity for creating their business and attaining experience from running business .

Hope this helps!
