Your file is not saved in the proper encoding format. I suggest you save your web page file as Unicode (UTF-8) file. File -> Save As, in encoding choose Unicode.Add the following line inside the <head> tag.
<meta http-equiv="Content-Type" content="text/html; charset=UTF-8">
Yahoo Knowledge+ also uses UTF-8 encoding.
