relay has the meaning of 接更 when it is used as a noun.e.g.
Rescuers worked in relays to save the trapped miners.
You may say Take the place of
e.g.
The night shift workers come to take the place of the afternoon shift workers.
or Take up the next shift
e.g.
The workers come to take up the next shift.
