Clearing the Air has double meanings, it could mean literally clearing the air (pollution) refering to Beijing is taking environmental issues more seriously and the second meaning is 澄清 referring to the news that Beijing will oppose Taiwan in any moves towards independance.annual session = 週年會議
taking (something) more seriously means 更認真地
taking environmental issues more seriously 更認真地(打擊)環保問題
