全文是：Fill in the blank with superlative adjectives. 但不可能全是最高級答！我教他做：Peter Pig and his sisters are playing in the park happily. Peter Pig is young. He is younger than Polly Pig. Petty Pig is (the youngest) among the three. She is also (the shortest) and (the cutest).

更新2:

Polly Pig’s ball is (bigger than) Petty Pig’s, but it is (smaller than) Peter Pig’s. Peter Pig’s ball is (the biggest). Petty Pig uses her (round) head to hit the ball. Polly Pig hits the ball with her (long) tail.

Peter Pig cannot jump high to catch the ball because he is fat and heavy. He is (the fattest) and (the heaviest) in tha family. 好像不是全部都是最高級意思，問題出錯？

The rule is, you have to add “the” in front of all comparisons of the highest order. However, the second part of the rule is that the comparative adjective has to signify an object. Meaning, “the youngest child”, “the biggest pig”, “the fattest baby”, “the happiest moment of my life”. Your sentence, I suspect, was supposed to contain the Object, making it “Petty Pig is the youngest [sibling] among the three”.
If there is no object after the comparative adjective, then you don't always need “the”. For example, “I am happiest when hanging out with friends”. Saying “I am the happiest when hanging out with friends” would be odd, if it's even correct. The “happiest” what? The “youngest” what?
Obviously, the correct answer for this homework is to add “the”. However, in modern English grammar it is not absolutely necessary, and you should challenge or at least ask your teacher about that.
I could be completely wrong about this, and I'd stand corrected if I am. Just my humble opinion.

全部都要加 the 前面，因為呢的形容詞全部都有三個音節。
