As to your question:
1) Why "something"---“可能 ge 野”the phrase "to do something" has been used here, it means we don't know the exact way can be obtained to solve the existin' question as yet.
e.g: We have to do somethin' to rescue the drownin' child.

2)Why "lies in"---“在於”the phrase "lies in + verb (ing) "
e.g: The way for anxiety lies in learnin' to wind down.

P.S: *Never use "somethings"--- because it's a "indef" or a "pron" *為何不用 a thing 或 the thing---because the government hasn't indicated what can be done. *某多件事/一些事-- still use "somethin''.Cheers!

上面位朋友已經解釋得佷詳盡,
我只是想就標題提出一些意見。

Tough可以指強硬, 強悍, 堅強
We have got to be tough to win the game.
American is getting tough towards North Korea's nuclear action.
Getting tough is not the best way to deal with youth drug problem.

getting tough 在這裡應該譯作「(手法) 變得強硬」

細心留意本文內容, 並沒有著重於內地婦女來港生子的問題有多嚴重,
只有在第一句中輕輕提到,
反而餘下的篇幅都針對如何解決問題,
而整篇文章的主旨就是有官員提出可以用阻止內地非遊客入境這方法
而這個方法亦是一個強硬的措施
因為會引來有關是否侵犯人權的討論
