It can be said, the government has have the fundamental hardware. However, if the comprehensive government proceeding needed to be launched, there still will be certain difficulties and hurdles that we have to overcome, foremost it will be the coordination with the software (not computer software). According to a research done by SAFP, the 8 majors difficulties which will affect the development of government proceeding computerisation are: concern with network security, lack of technical staff, changes needed to be made in administration proceedures, law reform, lack of fund, other prior concern, cooperation between different departments, absent of specific development course.
According to the above research, the matters which obstruct the computerisation are not only about network security, in fact it is not about the technical problem but the decisional, administrative and managerial problems. These problems have to be countered by the leadership of the goverment departments. Of course, the government should set out a appropriate complete tactic, contruct a suitable environment and diminish or even eliminate these problems.
