According to a research done by SAFP, the 8 majors difficulties which will affect the development of government proceeding computerisation are: concern with network security, lack of technical staff, changes needed to be made in administration proceedures, law reform, lack of fund, other prior concern, cooperation between different departments, absent of specific development course.

According to the above research, the matters which obstruct the computerisation are not only about network security, in fact it is not about the technical problem but the decisional, administrative and managerial problems. These problems have to be countered by the leadership of the goverment departments. Of course, the government should set out a appropriate complete tactic, contruct a suitable environment and diminish or even eliminate these problems.

It can be said that, the government has had the foundation in the
hardware aspect oneself which one decides. However, must
comprehensively do the electron government service, we or must face
the difficulty and the barrier which omedecides, this mainly manifests
in software (is not refers to computer software) the aspect
coordination. According to the administration and the public service
bureau recently an investigation which did to various government
department, eight tremendous major effects electrons government
developed the barrier respectively was: Worried the network security,
the deficient information technical personnel, must modify the
administrative procedure, must modify the legal regulation, the
deficient financial resources, must process other first to work, to
involve between the department the cooperation, has not had the
explicit development direction.

The above investigation result showed that, the hindrance electron
government develops, besides the network security question, is main
all is not the information technical question, but is in
policy-making, administrative and the management question. These
questions must go by each government department's leadership facing
and solve. Certainly, the government is suitable formulates set of
overall strategies, builds the suitable environment, and eliminates
and reduces these barriers.
