The Government departments have invested a lot of resources in information technology application. The scope of information technology application in these departments is wide: using it in business operations (e.g. tax collection, statistics collection, voter registration), using it in administration and operation processes (e.g. human resources and financial management) and using it in daily clerical work (e.g. documentation, emailing).
Currently, there are over 10 thousand computers sitting on the desks of the fifty something different departments within the Government. Excluding the computers used for computer training, the ratio between computers and clerical workers is almost 1:1.
Besides, almost all desktop computers are connected to the internet through their departmental intranet; and computers in different departments are linked through InforMac or other specialized computer network, forming a huge single network.
All government departments are now connected to internet and 50 of them have published information through internet for public reference. In addition, specialized computer application systems have been built and used widely in different government departments supporting administration and operations processes including human resources management, financial management, documentation, record keeping for different public facilities and services and customer information management.
