We start tonight with this question: how bad is air pollution in Hong Kong? Many of you will say very bad - but Chief Executive Donald Tsang thinks it’s not that (that 怎解？) bad at all. That (可不可以用 This？That 指什麼？) was in sharp contrast 對比 to the fierce 猛烈的 criticism 批評 of a top business leader who accused businesses of doing too little to cut back (cut back 怎解？) pollution.

Donald 即係曾蔭權. Donald's View 可譯為「曾生的睇法」或「煲呔的睇法」;-)
第一個 that 是指「形容/想像中咁」, 即廣東話口語的單一個「咁」字. "not that bad at all" 即係「唔係形容中咁差」或「唔係咁差o者」.
第二個 That 是指前一句所述的曾生的睇法(唔係咁差). 因為文章是用過去式報導曾生的言論 (雖然用了 think, 但很明顯是曾生曾經發表了一些言論才讓我們得知他的睇法), 所以用了 that was. 所以, 在此處用 this 會不太合適, 因為 this 多數配合 present tense 使用: "This is in sharp contrast..."
cut back 是指「減少」、「減低」、「削減」, 此處是說「... 商界在減低污染方面的功夫做得太少」
