What public purpose is served by allowing inchoate crimes to be prosecuted? ?

Once you have taken a substantial step towards committing a crime it it can be prosecuted as an attempted crime. Just because someone failed in following through with their intention of committing a crime does not make you innocent of the charges. It is a warning/deterrence to those that failing to commit a crime which you intended to is no defense.
