I love the way you guys skip over most of the story to string together an out of context bit of lies. He's a 13 year old kid firing a gun at 2:30 in the morning. Where are his parents, first of all? We'll just gloss over that Toledo was firing said gun at passing cars, apparently for fun. 2:30 AM isn't known for being the brightest time of day, and running from the pursuing officer while holding the gun only to whip around a bare half-second after throwing said firearm behind a fence out of the cop's line of sight probably had something to do with it.

He DID NOT! I live in suburban Chicago, and the kid was carrying a gun. A security camera that the TV networks did not air, showed that he threw his gun through an opening in the alley fence when the cop confronted him. Then, within 1/2 of a second, he turned around and raised his hand. The cop had only 1/2 second to see whether the kid was carrying the gun.
LOCAL TV stations showed the security camera video, but the national TV networks did not show that the kid WAS carrying a gun as he was being pursued.

It appeared in the video from bodycams, that Adam had no gun in hand when he raised them and turned as ordered, and was immediately shot in the chest by police. The kid made the mistake of facing off with the cop. He should have shown his hands by raising them, as he did, but with his back to the cop. At least there would've been a little less chance of being shot, by either.

Im guessing it has a lot to do with stress and anxiety of being a cop, combined with almost no lighting at the scene, and the kid's silhouette looked like he could be anywhere 12-18 years old. The cop knew he had a gun, but may not have known he tossed it and was worried about getting shot himself so the cop didn't take any chances. It is unfortunate he was so young, I work with kids as young as 10 who have stolen cars because their only support system was a gang and their parents are dead beat addicts.

Because he refused to comply with police instructions the first dozen or so times they were issued leading the officer to expect he would never comply. He only complied when escape was no longer possible and his life was in jeopardy if he continued to possess the firearm found. He waited too long to make an intelligent decision.

He had a gun and turned toward the officer without raising his hands and the officer did not know he had tossed the gun so the officer shot first rather than chance being shot himself. The question that comes to my mind is why the parents let a 13 year old out at 2:30 in the morning unsupervised in the company of older kids who had guns? To the people below who commented about carrying an Airsoft gun, if you watched the video, including the 8 shots fired randomly before the police arrived, you would know it was a real handgun. Well, he did move really fast. The cop reacted and was apparently wrong, but just like dealing with a hive of bees, it is wise to avoid sudden movements when dealing with cops. Startling an armed man pointing a gun at you is not safe, especially when he thinks you are holding a gun.
Not defending what happened, but I am saying that there is no total innocence on the part of the poor kid who got shot. He chose the wrong time to be jumpy. Not something that ought to be a death sentence, but that is what happened. Life is not always fair.

The officer wasn’t processing the scene correctly. It’s almost certain he didn’t know the kid had dropped the gun because the kid never communicated that he had. His body language didn’t look threatening, but from the body cam footage, you never see his right hand until he was in the process of raising it. The smart thing would have been to announce that he had dropped the gun and/or at least put his hand up against the fence while still facing away from the officer so it was clear there was no threat, but he was young and probably panicked and the officer didn’t take chances.
