How to change image on right to the one on left using photoshop?

This takes a lot of talent, but, in short, 
Desaturate
Posterize (8) 
change contrast to match. 
Replace unwanted grays
Replace dark greys with black
touch up areas where definition is needed. 
paste in matching background. 

use a sketch/tracing/outline plugin, then set it to black & white and kill all the white color with Select > Color Range
then set Contrast high, cut out all of the background, and paste what's left onto a parchment background of your choice.
if you want an "easy" option, just get an app for it ;)
