Is it possible to build your own social media platform like facebook or instagram without a college degree?

So lets say for example if somebody wanted to create the next big thing like facebook or instagram but they know nothing about programming, can you be successful with having a college degree?  Why or why not and what are the steps in creating your very own social media platform?
