No.  Set means more to establish. Set up means to arrange in a particular way.  The cage usually is not being set by the pet owner.  The cage already exists and there is nothing to set (except perhaps the lock on the door).  It might (likely does) need setting up, addition of things to make it more suitable for the pets.
