What is the difference between a highway and a by way?

you take the high road and I'll take the low road?  Byways are meandering routes, routes that connect to the many individual regions or localities.  Highways are arteries, main routes that do not wander much at all, and only connect to the main hubs.  You need to take byways to get out into the hinterlands.
