No. The gave plenty of warnings. They are not responsible for American response. Look at Spring Breakers in Miami...

It bears some responsibility for letting things get out of control, since the Chinese authorities tried to keep a lid on it and actively silenced people who tried to blow the whistle on it.  But an outbreak *could* have happened anywhere and broken out worldwide (and probably will again).
