"being"是分詞, 這是分詞構句的結果, 為了避免dangling participle的文法錯誤, 原子句的主詞"it"要留下, 成為一種叫absolute phrase的片語

原句:  It was fine yesterday, so we went on a picnic.
另例: There being no further business, the meeting was adjourned.

還原本句為It was fine yesterday, we went on a picnic.因為It being fine yesterday為分詞構句修飾其後主要子句,其中因主詞不同it不能省略,若主詞一致就可省略,例Being closed yesterday,the park was cleaned up.

結論是:這句是錯的,應該是 It was fine yesterday。
或者 It was being fine yesterday.

他省略be動詞 用being表示;
整句在強調天氣真的很好 .
而it was fine yesterday 也行.
