Congress has authority over budgetary matter that are included in Art 1. Sec 8. "Congress shall have the power to......"
That is established in Art 1. Sec 1.
They are not allowed to spend tax money on anything not listed.
No handouts, vote buying, money laundering of any kind is in there.

It's in the Constitution. I am sure the intent of this question is to have you read it and learn. Do that, it will make you a better and more informed citizen.
