"consider" + object + [optional linkage] + object complement
 [optional linkage]  = "to be", "as", or "as being"

1. I consider her [ ] my best friend.  (noun as complement)
2. I consider her [ ] friendly.   (adjective as complement)

3. I consider her [to be] my best friend.
4. I consider her [to be] friendly.

5. I consider her [as] my best friend.
6. I consider her [as being] friendly.

Sentences 1,3,5 all have the same meaning, which is equivalent to saying:
I consider that she is my best friend.
(truth or lie?  It won't tell from your statement and only time can tell!)
I consider her being my best friend. (X)

[2] I consider her to be my best friend.
並不是指"希望將成為好友",若以嚴謹的意思應該是"我把她當作是我的好朋友"(現實她是否視我為她的好朋友我並沒有肯定,這只是我主觀的"想法")。並不是表達說這句是"希望成為好友"(有些已經是好朋友的在某獨特處境下仍會用這to be以表示在這處境下「我以好朋友的身份"支持對方"」。

可以說是較為"客觀"或你跟她已經可以互相認可是"好友"的前題下說的。通常用being是想表達"原則"/"立場"的意義,甚至有時是因為要說一些"勸阻"的說話才會用。中文類同「由於我作為妳的好友,....我才會對你說真心話...指出你的錯處...」
