Will there be a second attempt at a Dark Tower movie?

I do not think so, because it got negative reviews, and did not make a lot money.

I hope not.  Filmmakers rarely seem to understand or respect Stephen King's works, and badly mangle them.  King himself is a novelist, not a film writer, so at best he can collaborate and advise - generally speaking, filmmakers ignore much of the original writer's opinion in that scenario.

Hollywood is incapable of making a satisfactory Dark Tower film (or series), barring a scene-for-scene epic made directly using the books for the plot, which would be ridiculously long, expensive, and would probably only appeal to a limited fan base. 

Better to just let this one go, and us fans of the books can just continue to dream of what might have been.
