一般两種用法都可接受,嚴格區分不定詞係未來會發生而現在分詞較強調一件事實,所以可解釋我認定他一直是我最好朋友

"consider" 解作"認為"時,是及物動詞且不完全*,即是說它的受詞必須要有補語(形容詞或名詞)去說明完整的意思。
I consider him + [object complement].
e.g. I consider him my best friend.
e.g. I consider him responsible.
(*註: 如果受詞是名詞子句that-clause就例外, 因為受詞本身就是你認為的事實)

在涉及思想,感覺和觀點的動詞之後(例如: believe, consider, feel, know, find, think and understand),我們亦可以加上不定詞"to be"去聯繫受詞及其補語:
e.g. I consider him to be my best friend.
e.g. I consider him to be responsible.

但是,卻不能用現在分詞"being"去聯繫受詞及其補語。所以,以下句子在文法上絕對不正確:
I consider him being my best friend.  (X)
I consider him being responsible.  (X)

這兩句不是同義,亦大多情況不會單獨一句便說完的。

尤其是I consider him being my best friend, 是不會句號stop的。

因為以現在分詞being是暗示一種條件性/因果性的說法,好像中文"由於"的含意。

而to be則是較為確定性的表示。

若然兩句都不作為完成句子,而是前後文中的理由,例句:
I consider him to be my best friend, I will support his decision.
I consider him being my best friend, there is no reason for me not to support his decision.

若許意思上的分別是:
句一的說法是:我當他是個好友,我會支持他的決定。
句二的說法是:我跟他一直是個好友,我沒有理由不支持他的決定。

由於要表達後句的意義才會改變前句的分詞說法來突出意思,因此沒有前後文的說法,單單兩句的說法/寫法的意思"他是我好友"的"含意未必可以全面明白。
