What does this mean?
I went to the dmv a couple of days ago to get a drivers license and I told the dmv guy behind the counter I'm here for a license and he looked up my history and found that the last time I had a permit was 10 years ago. I took the test and passed but then he gave a learners permit and told me to come back in 90 days for the road test when I told him I need a license

All states are not the same for that stuff...It sounds more hairy where u live...I took an easy road test 35 yrs ago and I am still licensed in this state.
It means go back in 90 days and take your road test. If you pass it, he will nicely give you a driver's license!
I’m not sure why you’re confused. That seems pretty clear. A lot of states have requirements that you must have a permit for a certain amount of time before getting your license. Since you let your previous learners permit expire, you have to start over. Just because you WANT your license doesn’t mean they will give it to you.
