Fe and Al act as reducing agents, and thus the reducing power of Fe²⁺ and Al³⁺ is weak.  On the other hand, Br₂ and I₂ usually acts as oxidizing agents.
Hence, strength as oxidizing agent: (Br₂ and I₂) > (Fe²⁺ and Al³⁺)

Br₂ and I₂ are halogens. The more reactive the halogen, the stronger the oxidizing power is.
Reactivity: Br₂ > I₂
Hence, strength as oxidizing agent: Br₂ > I₂

Fe²⁺ can oxidize Zn in displacement reaction, but Al³⁺ cannot.
Hence, strength as oxidizing agent: Fe²⁺ > Al³⁺

Conclusively, strength as oxidizing agent: Br₂ > I₂ > Fe²⁺ > Al³⁺
