Does this refer to someone who repeatedly falls into sin but then is forgiven by God?

Some who commit an act of disloyalty give up on trying to please God. 

Remember, David committed very serious sins. Yet, long after David’s death, God remembered him as a faithful servant. 

 Why? Because he never gave up trying to please God. Proverbs 24:16 says: “The righteous one may fall even seven times, and he will certainly get up.”

 Surely, if we lapse into minor sins repeatedly because of some weakness we are fighting, we may still be righteous in God’s eyes if we continue to get up that is, sincerely repent. 

In our race for life, no one should feel impelled to resign. This race is like a marathon, a race of endurance, not a hundred-yard dash. 

The slightest misstep on the part of a sprinter will in all probability cost him the race.

 But the marathon runner, even if he stumbles, has time to recover and finish the course.

 So when some personal misstep makes you cry out, “Miserable man that I am!” 

remember that you still have time to recover.

No, it's talking about when misfortunes befall someone.  The righteous one will recover but the wicked will have a hard time recovering.

It's actually using "fall" in a literal sense and in the more general sense of "suffer misfortune".
The idea is that a righteous man will rebound from misfortune.
