I filed my state/federal taxes late last year after getting an extension. I had to submit both federal and state refund through by paper instead of electronic. I received my state refund already. I have not received my 2019 federal tax refund yet though and it's been about 8 weeks. I plan to call the IRS to ask but I know they are running behind.

Yes. Each year is processed separately. You do not need to receive a refund (or even file) for 2019 before you can file for 2020.
