To can be used after a verb to show it is in the infinitive;(after who, which, what, where), eg:-
Tell me who is to work.----infinitive.
Tell me which to choose-----inf..
He wondered what to do.----inf.
He wondered where to go---inf.
All made an attempt to land the warzone----inf..
All are sorry to hear that.---inf..
