想開網店或者去租格仔鋪(淘寶店/ig shop ect.)?

人在香港，想開網店或者租格仔鋪，和朋友有這個想法很久了，想賣一賣自己的手作，想試試但我看資料好像說要申請什麼而且很容易犯法是真定假?有無人可以解答下我應該怎麼做?

Failure to register your business can be fined for up to $5,000 and imprisoned for up to 1 year.
