先從語氣分析,(you should省略,形成命令句,有強制意味)Eat as much as you want, but there's to be (在此用to be 不定詞片語,形成句意因果關係,表示從此以後)no wandering from the....

Eat as much as you want, but there has to be no wandering from the....,又是不同意思,後句現代式,即表示一個事實,(has to= must)

英文对時式要求很嚴謹,端視你要表達意思,這與中文明顯不同

另外 there's to be no wandering from the....,其中there (虛主詞)is( to be no wandering from the...是真主詞),這種用法是英文修詞普見的,避免形成頭重腳輕,所以尔後只要主詞过長,就又此方式書寫即可,舉一反三,以此類推

你的看法"沒錯":
You eat ...
But you cannot wander from the ... ???
後句的意思應該是「大家不能離開這個範圍」吧。

從文法句意而言,句首是指對你個人的"行為"「吃東西」,但後句的指示是警告語調,因此改用"客觀"的無對象說法,這是人類(英語可能更多變化可取)用詞說話的修辭方法(對英語說話的人可能是自然的轉調)。

前句意思:「你們可盡情地吃,不過...

若以中文說明句意的分別(留意對聽者的感覺)
There is to be no wandering from the "dinning room".
「不過不要遊蕩出這個"食堂"之外。」
You cannot leave the "dinning room".
「不過你(們)不准離開這個"食堂"。」

若指明你(們)可以放心吃東西,但"感受上"卻命令你不准做...,句式上便要作出"調節"減少當中破壞氣氛的講法。

在 "there + be/remain/seem/appear..."裡, "there" 就是一個虚詞, 用以引導句子的主詞,意味著其存在或發生, 這是英文慣常用法.
but there has to be 並不等於 but you have to be.

在上列句子中, "no wandering from the ..." 這動名詞片語(gerund phrase)才是真正表達句子的主詞, 意謂: 但不應偏離什麽什麽(原則,規範或道德標準等等).
如果要用"you"作主詞, 應該可以這樣寫:
Eat as much as you want, but you must not wander from the ....
