英文文法 of 問題?

分詞片語當作「修飾語」，修飾前面的名詞questions

Employees must comply with the regulations "of governing computer use."
介系詞片語當作「修飾語」，修飾前面的名詞questions

governing在前一句是「現在分詞」，屬「動狀詞」(verbal)，當「形容詞」用。
第二句的governing是「動名詞」，也屬「動狀詞」，當「名詞」用。

兩種寫法都正確。

我覺得應該加上「of」，變成下列這樣，這樣文法有錯嗎？
不應該!!

其實, regulation解作"法規"或"規則"時, 是可數名詞且一般衆數, 就不需加上"of"; 在文法上雖然看似正確, 但在意思表達上就極為不妥.

當regulation解作"管制"時, 是不可數名詞, 在介詞上的配搭(collocation)就可以加上"of", 解作"對於…的" (the regulation of something = 對某事物的管制), 但動詞上的配搭就用不上"comply with(遵守)".
例: The management demands tighter regulation of computer use. 管理層強烈要求對電腦使用的嚴格管制.

(1)on.....
(2)"governing computer use"-----as gerund on the job being done called verbal to distinguish from limited finite verb usage.------noun phrase---as coordinate to main clause.
(3)use --->usage(gerund)
